A welfare group has accused the Social Welfare Department of acting unfairly in allocating 20,000 free tickets for the underprivileged to visit the Disney theme park. Hong Kong Disneyland donated 20,000 tickets last month to the government's Social Welfare Department to give away to the underprivileged, who will be able to visit the theme park on August 30-31, before its official opening on September 12. However, James Lung, chairman of the Hong Kong Community Development Network, said his organization did not receive any tickets. The network is a self-financing and nonprofit organization with 300 disabled members. According to Lung, his organization is not qualified because it does not receive funding from the Social Welfare Department. ``I asked about the criteria about which organization is entitled to receive free tickets, but the Social Welfare Department could not come up with an answer,'' Lung said. The tickets are to be given away to social welfare organizations through a lucky draw scheme, and more than 2,000 organizations are eligible to apply. A spokesman for the Social Welfare Department said the network is not qualified to receive free tickets because it does not have any official contact with any one of Hong Kong's 13 welfare districts. The network helps its disabled members to apply for public housing and look for jobs. John Chong, a dole recipient, said he is angry at not having a chance of getting a free ticket to Disney, especially as he was a taxpayer for 10 years. ``The draw for free tickets should have been available to all the underprivileged, '' he said. Lung also said a Social Welfare Department officer told him that Disney has agreed to the ticket allocation method. A Disney spokeswoman, however, said its involvement ended when it handed the 20,000 tickets to the Social Welfare Department. Organizations registered with the welfare districts and which provide help to the poor and disabled were informed of the free-ticket draw last month. Lung also said he does not understand why the Social Welfare Department wasted money to distribute tickets to charitable organizations instead of conducting an individual draw. ``Each dole recipient has an identity number and the department can use that number for the draw. Why didn't it do that?'' Lung said. But the department spokesman said it was impossible to conduct a draw individually because ``there are more than 500,000 dole recipients and they are not the only ones who are eligible for tickets. What about the disabled and single parents?'' Legislator Emily Lau said the government should conduct the draw more openly. She also called on Disney to donate more tickets to the underprivileged.
